Go to your WiFi and tap the Settings/Gear icon next to the WiFi network you want to set the DNS Proxy for.

Tap "View More"

Tap "IP settings" and change from "DHCP" to "Static".

Enter your DNS Proxy IP address in the "DNS 1" field. Keep the other settings unchanged and tap the "Save" button.
